Windows 98, "Microsoft Access can't start because there is no license for it"
Problem:
When upgrading to Windows 98 or installing Access 97 on a Windows 98 system, you may receive the following error message: "Microsoft Access can't start because there is no license for it on this machine."
 
Solution:
The setup program that comes with Office 97 doesn't correctly build the license information needed by Access 97 under Windows 98. To fix this problem:

1. Download and run
http://www.pcworld.com/r/tw/1%2c2061%2ctw-bug1117%2c00.html
2. Choose your MSOffice directory, e.g.
"C:\Program Files\Microsoft Office"
3. Run the "AcLicens.exe" utility
4. All praise |little| on #atc for this one
